Why are people's criminal background not fully checked before being issued a passport?

It is fully checked (at least where I live) but even convicted criminals still have the right to travel internationally and are therefore capable of being issued a passport.

That said, the US normally refuses anyone with a criminal record entry into the country, regardless of whether or not they have a valid passport.

Because the system is overwhelmed! Workplace quotas require passport inspectors, known as adjudicators, to process 24 applications every hour, according to Colin Walle, president of the federal employees union chapter that represents passport workers.
