Can the US Postal Service be sued or penalized for forwarding mail without proper documentation?

No forms or requests were done but local Post Office decided that mail be forward to another location without notification of individuals at present address.

Answer:
I doubt they could be sued unless there was some sort of gross negligence that resulted in a measurable loss to somebody.

I suggest talking (or writing a letter) to the local Postmaster expressing your complaint and asking for an explanation.

If that doesn't get anywhere, contact Postal Service Customer Service or the USPS Consumer Advocate.

there had to have been a form. the USPS doesn't just forward mail for no reason to some arbitrary address.
The USPS does not just forward mail unless there is a valid change of address order on file.
In the last few years, to combat indentity theft, the USPS sends a letter to the original address notifying that a change of address order has been submitted. The letter states that if you did not create the order to contact the post office immediately so that they can delete the change order.
In other words...somebody did fill out a change of address card without telling you about it.
Call 1-800-ASK-USPS and tell them of the situation. The line is open 24/7.
