The only thing you can do is report it and refuse to drive it until it's sorted. I drive for a living and I wouldn't take a fine because of poor company practises.

no, you need to report it to the transport manager and refuse to take the vehicle out, you will be held responsible for all the vehicles defects including balding tyres and out of date tax discs. it is the drivers responsibility to ensure that the vehicle is roadworthy.

I really don't know if it is legal, but I suspect you are more likely to receive a citation for speeding. I am positive not having a working speedometer is NOT a defense.
