No ADR can't be used in criminal cases (in the UK). It's up solely to the judge (or magistrate) to pass a sentence based on the operation of the law. Having said that, an offender can "volunteer" other punishments, such as drug treatment orders, which can sometimes take the place of prison et al if the judge sees fit, that is probably as close to ADR as you can get in the criminal system.
