Answers:
It sounds like a court order requiring you to 1.Obtain a permit to demolish the well within 30 days 2. Proceed to demolish the well (at your expense) within 60 days, or face severe penalties.

If you disagree with the order, do not ignore it. See a lawyer immediately to check out your legal rights and whether you can still challenge the order.

You have 30 days to get a permit to destroy the well, and a total of 60 days to get the job done. If not, the city can fine you.

It means you must get a permit to destroy the well within 30 days and have it completely destroyed within 60 days. If it is not destroyed in 60 days then you will be fined upto $10,000.00 for every day that the well is not destroyed after that 60 days.
