How do i get a filing fee waived?

I HAVE ALREADY CALLED AND E-MAILED EVERY COUNTY AND LOCAL AGENCY. I have custody of my daughter in wisconsin, I live in florida. I am afraid my violent drug adicted ex will try to take her (for spite).
I can easily get custody transfered from wisconsin to florida by filing the papers here.
the problem is it costs $255.00. I am on disability and don't recieve (court ordered) child support.
how do i go about filing if I can't pay this outrages fee?
I AM BEGGING FOR HELP !!!
I am in tampa, hillsborough county.

I think if its this impotent you will fined anyway to get the money because the government will not give up its fees with out a fight unless you are an illegal then they will give you anything you want!!

There is no way to get the fee waived; however, as you indicate the father is violent and drug addicted you could contact Social Services in Florida and/or Legal Aid in your community and they may be able to intervene on your behalf and file the appropriate paperwork.

Downside is that you will be under a lot of scrutiny from Social Services in order for this to happen as they will be deciding which parent it is in the best interest of the child to be in...it means many home visits with a social worker, adequate sleeping arrangements for the children (mother separate from children, different sex children in different rooms) and interviews with former and current neighbors.
I am trying to figure out the facts.

1. You were granted full custody of your child by a court in wisc. including the the right to move out of state and the father does not have visitation rights.

2. You moved to florida.

Unless the court order allows him to seek custody at a later date, you don't need jurisdiction moved.
