Is a verbal agreement binding in the state of Texas?
This guy hit my car and his insurance denied the claim but, he offered to pay me $500 on the 1st and 15th for the next two months totaling $2000. This is to cover the damage that occured when he hit my car.

yes if binding means he has to yes he does have to pay
Take him to court, let the judge decide.
Well you have to prove that he agreed.
A couple of things:
1 A verbal contract is not worth the paper it is written on. If you go to court it is your word against his.
2. Your insurance company may assist you in resolving the claim. If he was at fault his insurance company can not just reject the claim.
3. If you are left with un-reimbursed expenses because of the accident you should take him to small claims court so the debt becomes official.
