Is a policeman who is off duty and out of uniform still able to enforce the law?

Answers:
Police officers do not need to be on duty to exercise their powers and can act off duty if circumstances require it (technically placing themselves back on duty). They are under a general duty to come to the assistance of someone in trouble or to prevent the commission of crime.

Yes.
Good question, i think he is but only to a extent. I bet most of them wouldnt though, they want there free time too.
Anyone is able to carry out a citizens arrest thus able to enforce the law
yes he can/anyone can citizen arrest not only police
As henke says, anyone is able to make a citizens arrest. Also, there is that axiom that a policeman is never off duty, ie, if he sees a crime, he is duty bound to act.
Police men and women are never technically off duty.
Their powers of arrest are the same whether in or out of uniform.
A mate of mine joined the police and showed me a sample Q on their entrance exam. It read something along the lines of:

You are at a party and you notice a friend smoking a joint. Do you:
a. Report it in the morning when you attend your shift;
b. Ignore it as he is your friend;
c. Report it immediately and then arrest him;
d. Take a smoke of it yourself to check that it is a real joint and then arrest him if it is real?

The answer they were looking for was C.

Glad I'm not a copper.
Of course he is!
Yes

They wouldnt be in the job if they could swicth on and off in law
Yes. Although if he's out of uniform it could be harder to properly identify himself to a suspect, and therefore might not be able to charge him with things like Assaulting an Officer or Resisting Arrest.
yes, but may not hand out fixed penalty notices as it must be a police officer in uniform
yes they can. you are a policeman 24-7.they can enforce the law even when off duty and in another city
The simple answer is YES absolutely. That police officer would be within their rights if they witnessed or knew about the law being broken. Try breaking someones window with a brick with a near by off duty police officer standing there and see what happens.
No.
Yes they have full powers on duty or off duty.

In 99% of cases they do not need to be in uniform. The one per cent of times powers require them to be in uniform are for common sence reasons for example they need to be in uniform to direct traffic.
