Answers:
No, the people that abolished national service are the ones that should be held accountable.
"What do you mean no more raves? I'm putting a cap in someones ***!"
Sounds unlikely, maybe you could blame the d*ckheads running around with knives and guns.
Their all p*ssies anyway, can't fight and need all their mates to back them up. Gang members are fags.
The people to be held accountable for gang culture are all the parents who don't know how to be parents and don't teach their children right from the start the difference between right and wrong, having respect for people, good manners and all that. Bring discipline back to the schools, make parents more responsible for their children's actions. Bring back National Service instead of rewarding bad behaviour by sending them off for holidays swimming with dolphins, adventure holidays etc.
Dude - you really should do a bit more research - your "facts" are a bit off. Gangs, including violent gangs, have been around for a very long time, way before we had hippies and raves. That makes your question seem a bit silly.
