It sounds like he is trying to intimidate or scare you into not taking the pictures. You can take the pictures.

That just bull pucky. They are just telling you this to scare you. Now they could be thinking of some law where maybe you have to get permission to take and use pictures for COMMERCIAL use. But for a private citizen not trying to make money (like for a magazine) there is no such law.
What if you were just taking picture to send to a friend saying "this is where I live". Or you were taking a picture of a friend or dog that happened to include the building? Or taking a picture of the horrid carpeting in the hallway so send to a friend. Come on there is no law against it.
In all things keep a record of the date, time, who you talked to and what was said even with messages you leave. And take the pictures. For one are they going to stake it out 24 hours a day? If they do catch you what? Are they going to call the cops? The cops would probably not even show up and if they did would laugh. That would be awesome for your case. Are they going to initate a lawsuit because you took pictures? No lawyer is going to deal with it, you have to have actual damages to initiate a suit and regardless they would lose and be laughed out of court.
And imagine what would happen if this becomes a court thing. OK the managers stand up in court and explain they are totally in the right. If they honestly believe this why would they care less if you took pictures or not? Even if there was some sort of thing in the paperwork you signed the judge would rule on your side. I imagine this... the judge would be stunned at the idiocy, take a moment, clear his throat and go to town.
I wish you had provided more detail as to what it was all about as there would probably be a multitude of things that you could do since they are obviously intimidating you. Like take the pictures and have them send you an actual letter saying that you can't do so.
