Where can an 8ft privacy fence be constructed in relation to surveyed property line?
adjacent property owner does'nt want or need fencing and needs to know property rights, dispute is in coshocton, ohio resdential area outside city limits

Well the regulations on fencing change from city to city and county to county. I am not familiar with the area around Coshocton Ohio, but if you are outside city limits then you are regulated by Coshocton County. For a definite answer you should give the county building or planning department a call. You should be able to find their phone number in the phone book or you can visit their website http://www.co.coshocton.oh.us/. You could also call the county clerk and have them direct you to the correct office.
In my experience as a city planner you were allowed to construct a fence so long as the footing of the fence or wall was wholly on your side of the property line and the fence was three or more feet away from the exterior walls of both houses. In the city I worked in you were limited to a six-foot high fence but counties often allow higher fences then cities do.
don't know about ohio but some places i have lived you need the fence six inches inside your property line. you might want to check with your local people to be sure. laws may be different outside the city limits,also.

Legally you can place it on the line in most jurisdictions. However, to avoid as much conflict as possible you should place it a few feet on your side of the property line. Six inches might be legal, but you'll still need enough space on your side of the line to access it for repairs and maintenance so 2 or 3 feet would make much more sense.
The neighborly thing to do would be to face the "good" side of the fence towards your neighbor's property.
Before you buid it, though, do check for any utility or other easements and don't forget to get a digging permit! If you cut a gas line you could kill yourself and if you cut a phone company fiber bundle the repair bill could cost a year's wages.

Funny, you should ask this. I just had an 8 foot privacy fence installed. BUT the laws or ordinances will vary from town to town, city to city, and state to state. BUT I put my fence up right on my property line. It is actually a 6 foot fence, but since I have a stone wall which is 2 feet tall I put the fence right on top of the wall so the fence is actually 8 feet high/tall. I would suggest that you contact your city/town hall and they can direct you to the proper department that should be able to answer you. I say this again as all cities and or towns have different laws/ordinances. BUT as long as it is on your property the neighbors can't say chit about it.
