Accidents are usually caused by the negligence of one or more people; however on occasion things just happen that are simply unavoidable.

It must occur on the public highway. There must be a collision and it was not done on purpose, hence an accident. Known as RTA to the emergency services.

I presume its an involuntary collision of things on road such as cars , bikes , people ,,dogs, cows , horses , birds , police , objects unspecified . whatever something unplanned as in accident ... ..
