Can a mail carrier withhold your mail or give your credit card statement to someone else just because they?

don't like you. A year ago I was talking to a women and she
took what I was saying out of context and blew it all out of
proportion. Now her doughter is our new mail carrier. Three
credit card statements, cellphone statement and watter bill
all dew on different days have not arrived. That's just too
many for it to be a mistake. I talked to her boss and he seem
to think It was OK because she is new. Credit cord account
numbers in other peoples hands be damned. QUESTION. 2
if she don't want to deliver my mail can I make her pay $92.
a year for a PO..box? No.3 Who can I talk to to get this matter
resolved? Someone higher up? Thanks for your help.

If what you say is true and the mail carrier is indeed holding mail and not delivering it. They are in violation of federal mail tampering laws and can be persecuted under the law.

Okay, here's the skinny. No, she CAN NOT withhold your mail or give it to someone else. This is tampering with US Mail and is a federal felonious offense. If she IS guilty of this, it's hard time. On the other hand, it IS possible that she has made a few mistakes. Mail handlers deal with hundreds, thousands, sometimes tens-of-thousands of pieces of mail each day, and that's just ONE mail handler. Compound that by how many pieces are in the originating post office on the day the mail arrives there, how many are being sent to your town, how many to your postal branch from there, then to the appropriate mail handler...you get the idea.

Mistakes do happen (my ex-wife and her mother both are mail handlers, I got to watch a lot of this happy crap). If it continues to happen past, say, six months (it can take that long just for a new carrier to learn their route sufficiently to minimize errors) try talking to the Post Master of your post office again. If you get no satisfaction there, ask for the Regional Post Master's phone number. Keep going up the chain of command.

No, you can't make her pay for a post office box for you. And, believe it or not, you'd have just as many problems. Humans put the mail in them.
If you have some kind of proof that she's been purposely (sp) keeping your mail, she can be charged with mail fraud. Haven't you heard that it's illegal to open someone elses mail, so is taking someone elses mail w/o their consent. My suggestion, if you continue to not receive your mail, continue reporting it, and have the post office look into it. Take the necessary steps so that if it ends up that she's taking your mail on purpose, you have proof that you took the right steps in reporting it to her boss. Always write down the dates of the reported incidents, the times you've reported it to her boss and such. Contact the companies whose mail you're not receiving and let them know you're having problems receiving your mail, call them to know any payments and just mail them out. This way they also have notice that you're having problems w/ getting your mail.
