Suspensions?

Is there any legal instance where a school can refuse to let a person come to school, and it is not considered a suspension? (Given that the student is has no contagious illness)

There are many scenarios where school admin. can refuse to allow a person to attend school.

If the person refuses to follow the school policies, or does not meet certain transfer requirements, the administration has the right to refuse admission until those criteria are met.
