Is this social security fraud?

a girl lives with her parents. and she let her parents adopt her 2 kids so that they can get a social security check for both of them.So there is the 2 kids. the mom and her parents living in the house collecting from the kids. is that fraud?

As long as she legally signed them over then there's really nothing illegal. Especially when you add if the fact the mother also lives at home, it can be said that she was looking after her children by signing them over since she couldn't provide for them if she can't even provide for herself.

If you're referring to disability benefits (SSI) if the doctors have determined that both are entitled, then the checks would be made out to the parents (as legal guardians)

No. Signing over one's children to the custody of someone else is more than just a paper game. She has given up all say over the care of those children, along with any benefits that she may derive from them, like welfare, food stamps, etc.

I always thought that only foster parents get stipends; I thought that once they adopt the children, they assume full financial responsibility for them. I don't think adopted children qualify for entitlements.
