I believe I found the site mentioned above (see reference #2),
which *appears* to be Maryland's actual code. It claims that
that the age is 14, as long as the other person is less the
4 years older.

Reference #3 states that the age of consent is 16.

As for "what this means", to paraphrase reference #4, the age of
consent is the minimum age at which a person is considered capable
of legally giving "informed consent" to behavior regulated by laws
concerning sexual acts.

Quoting reference #5:
    The age of consent is the age at which a young person is
    legally able to understand and agree to consentual sex.
    In most countries, until you reach this age it is illegal
    for somebody to have sex with you, however old they may be.
    Sometimes the law is slightly different when the partners
    are of a similar age, but there is usually still a minimum
    age below which sex is always illegal.
