in terms of renting an apartment... gettin phone under my name... and everything else required for living...

cuz im still goning to be 17 when i leave home for an out of state college...

These laws are to keep you safe from unscrupulous businesses not to hurt you. If they will rent to you then fine. But don't expect it. It opens them to a great liability because you could walk away without paying and they have no legal recourse.

I left home at 17 to attend college too (it's legal, as long as you have parental permission), but I couldn't do things like sign a lease, etc. without my parents co-signing for it. But as long as your parents co-sign, you should be okay. However, just so you're aware—there are some places that won’t rent to a 17-year-old even if your parents are willing to co-sign the lease, and it’s perfectly legal for them to refuse to rent to you (as long they apply the same policy to all other 17-year-olds).

You cannot live off campus. Landlords cannot rent ot you. Telephone and everything else is the same. College dorms are an exception. The phone technically is the schools, as well as everything else, thats a little loophole to help people in your situation.

However, if you intend to live off campus you will run into many problems getting services because of your age.

You will need to get emancipated from your parents if you don't have any credit.
in the state of texas, ur legally an adult at the age of 17.you dont have all the rights of 18yr olds but you can consent to sex, you will be taken to county jail {{instead of juvenile}} if arrested, but ya cant buy ciggarettes. check ur state laws, every states a lil different.
