You can refer Lucknow development Authority Vs. M.K.Gupta [(1994) 1 SCC 243]. In this case, Supreme Court considered various aspects including who is consumer, what are his rights, and liability of the service providers (including government authorities). In Indian Medical Association Vs.V.P.Shanta [1995 AIR ] Supreme Court considered liability of doctors. In Balbir Singh Vs.Ghaziabad Development Authority, Supreme Court considered misfeasance of public office and deficiency of service by public authorities.

basically producers are no where related in protecting or are not liable for protecting consumer rights! as the name states consumer rights are the rights which is an exclusive right for any consumer.
the awareness part has to be brought to the ultimate consumer, who pays for the produce. and he has all the rights to demand his rights...
