It is not per se illegal for an adult to possess a laser pointer in California (they are illegal for people under 18). However, pointing them at people in order to scare them is illegal (maximum 30 days unless the victim is a police officer, in which case it is 6 months). Penal Code sections 417.25, 417.26, 417.27.
