How do you sue people out of state without a lawyer?
I conduct allot of transactions via internet and some through pay pay. Let's not kid ourselves folks pay pal is there to serve there best intrest and thats it. They sell us a false sence of security, saying we are proteced. So with that being said I have purchased cameras from a company in Ca. and pay pal says I did not buy them trough e-bay so good luck. I need to figure out a way to sue these people to get my money back. on another note I filed a claim throught paypal and they refunded me 200.00 but I'm still owed 387.00. They can not do anything else for me they say because they have met the terms of there agreement and if the person sends in 387.00 they will forward it to me...Ya right.. any help would be great

You are right to ignore the lawyer route. It would cost you more for the lawyer than the cost of the cameras.
You can complain to the BBB or any number of organizations. They help mediate problems, but rarely have the authority to order payment. In these cases, both sides have to want to submit to the mediation. You can check and see if the company is a member of the BBB. If so, they already agreed to this mediation.
I'm not familiar with Ebay or Paypal. But since you received $200 from them, it sounds like that is what they guarantee.
Your really have two options. First, you can write this off as a lesson learned, and be glad that you are only out $387.
Second, you can sue the company in small claims court. Since you bought the product from your home, you don't have to sue in CA, you can sue in your local county. You will then have to pay to have the suit served on the company, and they will have to appear or risk losing the suit. The problem with this is that you are investing the money for the case (probably under $100), and your time to prepare and present the case. And even if you win, you then have to collect the judgment if the company doesn't volunteer payment. And this can be a pain in the rear.
Personally, this wouldn't be worth my time.

You're in for some hard ****. Get a lawyer. Everyone is entitled to a lawyer.
Contact the California consumer protection bureau and file a complaint with them.
Your only other option is to go to California and file suit in small claims court.
You can file suit in small claims court in your state, but the likelyhood you can collect is slim. You can travel to CA and sile suit in smll claims court, but the costs are likely to be higher than what you would collect.
Did you pay with a credit card? I would call them and file a chargeback with them. That is far and away your best protection, far better than what Paypal will ever provide you.
