Is it illegal to detain employee's personal archives if he denies to pay for asked money for resignation.?

I don't have a legal answer. It is not very smart for an employee's personal anything to be in the employer's possession upon resignation. If you are the employer, I would advise against holding anything that belongs to the employee.
