is it legal to have someone on just a piece of paper ,notterizes and filed if that would give the other person custody of the other persons child and their finances?

No.... you have to use a lawyer, do a will, grant a power of attorney, etc. etc. This is because it has to be set up right. regardless of how much you trust a person. For you and especially your child. Doing it right and a couple of hundred dollars is worth it when it comes to your kids.
Child custody? This has to be clear cut and filed properly. Just a notarized piece of paper and your child will end up in a state run facility until it is sorted out. If the other parent is still around (or even has not been) will have primary rights. Without clear cut paperwork the person whom you designate will have little recourse.... and it will be up in the air until the parent is found.

Child custody can only be granted by the court. You can give someone power of attorney to manage your finances for your benefit.
