So its not illegal for a 16 to go and ask a clerk to buy smokes, its illegal for the clerk to sell them to him or her, and its not illegal for the tennager to smoke it. does this make ne sence to u?

Then again it is illegal for a teen to buy alcohol but yet it is legal for them to sell it.
