Can you appeal a judges decision if the judge retires after 30 days?

Yes, you can. You are not making the appeal to the judge that made the decision.

If you're filing a motion to reconsider or a motion for a new hearing, the caseload will have been transfered to another judge (or distributed amongst many judges) so you would make that motion to them. If you would like to appeal to an appellate court, you can file the same procedures you would file before. I will tell you that you must have a reason to appeal, however--the judge's retirement is not a good enough reason.
