What is employee bonding and why isn't it used to help felons get jobs?

Answer:
I think for an employee to be bonded they must have a clean criminal record so in effect it prevents felons from getting jobs. I agree with the need for bonding in some areas of employment but I also agree that felons need to be able to get work. I guess they should look for jobs where one is not required to be bonded.
