Why don't people pay their court fines?

i work for a government agency, and in part of my work i see people's arrest records. there are some from 1995 that haven't paid a penny of the fine or court costs. it's been 12 years and these people don't care?. why doesn't the judge or cops care? i pay my tickets right on time, but now i feel like a sucker.

do these people have any punishment or do the courts just let them slide forever?

People don't pay their court fines because they don't have the money and they know the court system doesn't have the man power or will power to enforce "petty" fines.

You, and the majority of law-abiding citizens, are in the minority if you believe those who are arrested and owe fines or court costs are going to be prosecuted.

Judges, city and state "cops", highway patrol officers receive a salary, regardless of whether people pay fines or are brought to trial for misdemeanors or felonies. These "people" don't care whether a person pays their fines or not. They have a job that pays "good money", whether a person pays they fine or not.

Not all courts let them slide. Lot of times people that have large fines move out of the area and most city charges if you look the department that issues this will only go so many miles to pick these people up. The judge on the other hand after so many years(10 -14) will take the fines(warrants) out of the system. Some courts try to give a chance for a person to pay their fine and they pay on it once then not again. They come in go to court and start all over again.
It would take a separate squad of police to do nothing but warrant arrest to get all of them. Some departments can afford that. Its not they don't care-its most are too busy trying to take care of all the other calls they get. After all they dont just ride around in that car for how ever many hours and do nothing.
Maybe the court personnel are just too overworked to bother. It's a good question. Seems like tracking them down & getting the money would add some good cash to the govt's coffers, & get us a little out of debt!
