If the parents have other siblings, then they can apply to be the gaurdian. If the siblings of the parents is unable to take care of the kids, they can call MCYS. They will send an officer down and check before they tell you what is the proper procedure. But I believe the kids is most likely to be send to a orphanage.
They become property of the state.
Another family member(hopefully) or an orphanage
foster care, they will be asigned a gardian..and be placed in either a group home or foster home.
