How to eliminate corruption from all govt departments ?

extensive monitor from a very clean boss, the system should be so easy to understand by all the people working on some manners related to that specific government department,providing a hot-line for all graveness and finally. have a self conscious to tell that bribery is a bad thing.
but it seemed to me that it is a mission impossible
How? I think Government = Corruption
First, get all people to unite in love & harmony, so power and money issues between people disappear. Then people will have no reason to maintain corrupt behaviors!
The problem isn't govt, it's greedy people. Take the greed out of each person and the problem is solved.
How old do you plan on being when you see this happen?! I know I'll be dust long before anyone figures out the answer to your question!
All citizens should be aware of the risk of corruption, write and speak about it, and sweep all corrupted persons and organizations on the side line.
start pressing charges for white collar offenses - or treason - or taking bribes or voting for things they personally benifit from i guess that comes under bribes.
or just pretend they don't exist and start running the government on a local level - localities need to STOP sending money to the federal government. they they can just live on corruption instead of our tax money and corruption.
