I think you have to be 18 in CA, or bring signed parental permission.
I don't think that there is any age, but if your parents agree, its ok. If not... problems!

It depends. Most states have a law stating that the only people that can do any sort of modification to the mouth of an underage individual are physicians, and even if the piercer was a doctor, he/she is not performing in the capacity of such.
Generally, you'll need parents permission from anyone who is reputable (i.e., anyone you want coming anywhere near your face with a sharp piece of metal). There are people out there who will do it, but stay away from them if you value the current condition of your face,
