Well in Italian it means different things, in English too, i suppose.

But since you've put the question in this category, I guess you mean scrutinies during elections;
"scrutiny" might be defined as all the procedures and operations done in order to control (legality) and count the votes (which is called compute).
So it's synonym of detailed checking, analytic control of everything, in order to give a final global judgment.
In fact scrutiny is also the final "operation" (at least in Italy) that teachers make at the end of the year. They analyze the marks, the behavior of every student and decide the final mark.

So submit to a scrutiny, means to submit to someones judgment, to submit to a test. In the elections, the "judgment" is given with vote; who wins is (obviously) who was most voted, and most people judge him better than the others candidates.
