Is this fair to a JOL license?

Im 17 yrs old and I got a speeding ticket back in January and paid the ticket and didnt lose my license or nothing. I got another ticket for $100 for wet road condition and $1 for speed greater then risk and the cop marked it as $100 I got that in april, a month after the new JOL laws took affect. And i got a letter in the mail saying im losing my license may 20th 2007 for 90 days. Iv almost completed all the requriements to get my license back until my dad and I went to the rmv and they’re telling me I lost my license for a year because of the first offence i got back in january before this new law even took effect. I never got anything in the mail saying i lost it for a year only a bunch of papers saying 90 days for speeding. Can they do this or what?

You are a dangerous driver. They are doing you a favor by taking your licence away for a year. Perhaps, by the time you get it back, you will have matured enough to become a safer driver.

I just hope you don't live anywhere near me or anyone I care about.
