Should there be a form of licence to conceive a child?
Should people undergo a series of assessments or trials to qualify for a licence to conceive? Doing so wouldn't neccessarily be an infringement of human rights, for I'm not suggesting that the conception of a child be denied indefinitely to any, but until a would be parent can prove that they are in a position to bring up a child responsibly and above all to convey to their child what it means to respect others with decency and courtesy and above all to respect themselves. We know that many people couldn't care less how or why a child is brought into the world. Ultimately this question stems from another relating to crime, and anti-social behaviour. Children who develop anti-social tendancies are often born to those who are themselves disrespectful, and have no sense of moral value, though not exclusively.

No. That is not only not practical but also is a violation of human rights.
that'd be impossible. it's not a question of ethics, although it is pretty unethical, it's more a question of how many resources would it take to ensure people weren't conceiving without said license.
but how could this be policed? if a women fell pregnant before 'assessment' what would happen?
I think it would be more practical if parents who's children under the age of 18 commit offences, are forced to under go parent training classes.
YES!! Someone who thinks like me. I think people need to have a license to breed myself. These idiot teenagers pop out kids and don't even care about the abuse they are already giving it by having no money, no father no ability to actually learn truthfully. I DO believe it is a form of child abuse to get pregnant before the age of 18...or even 20.

How and why and in what manner people procreate and/ or have children isn't anyone else's business, and certainly should not be controlled, regulated, or watched by the government.
No, that's sick. The government is controlling our lives ENOUGH as it is! It makes me think of countries like North Korea where many women are imprisoned forced to have abortions to control the population!

I understand your thinking (100%) but individual rights outweigh the greater good for me. My government already tells me what to do far too often. We need fewer laws not more. The government should take tax money, provide basic protection and services and leave us the hell alone.
Absolutely not. The government already controls too many aspects of our lives. To have them decide if we can or cannot have children crosses the line.
The whole idea sounds like something out an Orwell book where the government tries to make a 'perfect world.' Having children isn't one of those so-called "privileges" like driving, it's a RIGHT.

Anybody conceiving without a licence will need to prove over a pre-determined time that they are worthy of bringing up that child responsibly or have that child removed and given to someone unable to conceive but who meets the required standards expected of a parent.
This move might be the start of returning some standards back into human behaviour and to reducing the rate of illegitimacy prevailing today.
There are so many unwanted and abused children your thinking is on the right track. But enforcing it would be a problem. There are so many ignorant people that they wouldn't abide by the regulations anyway.
I think there should be, perhaps reversible sterilization imposed at birth and removed only when the tests are passed. I would propose a test for intellect and compassion. I've heard that two of the greatest contributing factors to overpopulation are unstable governments and a lack of education (especially for women) I'd like to see those issues addressed. Also I would like to see all the social, religious or ethnic arguments for big families laid to rest. Way too many people, way to little heart and brain.
No. That should be down to the individual otherwise we would have no control over any aspect of our lives. If a person is stupid enough to conceive when they are not responsible enough then it is up to them to fix it, not anybody else. We're not babies, we should be able to make our own decisions in our lives.

about 20% of people in britain have below avarage inteligence, a conservative estimate after deductions for things like gender age health etc would leave about 1 million breaders, say half are women half dont fall pregnant allow another half for luck leaves about 250 thousand babys born per year, now the half that are male working on he same figures

Have to take a test to get license to drive car, but the most important job in world, being a parent, no tests to prove responsible enough to raise a child. I agree with you're thinking behind you're question, but realize it will never happen.

Oh dear. This is only a touch away from the 'Lebensborn' ideology of Nazi Germany. Control by genetics, and I'm sorry but it did not work then and it will not work now. What happens if a person conceives without licence ? You can then go down the road of enforced abortion or enforced adoption. In Norway large numbers of the Lebensborn ended up in psychiatric insitutions. These ideas are playing with fire.
