I think my employer is engaging in fraud. Who do I talk to?

Maybe give us some details - you don't have to go into specifics, maybe just what you think it is that they are doing.
Those are all good suggestions. You could also contact the labor board in your state. Also, if you think it's something that you could be implicated in, it might be a good idea to get a lawyer first and have them give notice to a prosecutor.

There is nothing whatsoever inherently illegal about what your boss is doing and since you do not have all of the facts and are not a party to the dealings, I would strongly suggest you move on.

Fraud is a very general term! Is it billing fraud, fraudulent advertising, filing fraudulent tax documents ... anyhow, you need more specifics to get a specific answer and you may be wary to provide specifics for fear that may expose who you or your company is, and I understand that.

In general, don't "think" he's committing fraud. If you don't have clear evidence, all that will happen is you loose your job. Don't do anything illegal yourself. If you know your boss is asking you to do something illegal, its time to find a new job. If you have clear evidence, then the evidence should point you to the right organization.

For instance if you know he's buying a boatload of stock because he "Knows" the company is being acquired by IBM or some other blue chip, and that tidbit is not public knowledge, that's the SECs thing for insider trading. If he is involved in an international or interstate computer swindle, try the FBI. If he is engaging in fraudulent billing practices, notify the local police department's white collar crime division.
