Is it against the law to go up to a person on the street and squirt them with a water gun?

As others have said if that person wanted to go to town on your butt they could easily do so.

One technique used by muggers is to spray some sort of chemical like oven cleaner or bleach to temporarily blind a person. The person could claim that when surpised at the moment, they were afraid and did not have time to sort out the situation. Somebody is pointing something at them even if it is a big old Super Soaker.

You see this in the paper every once in awhile. Usually the kid (or adult) gets charged with assault. Whatever clothes the person is wearing have to be replaced. Mental damages, because the judge is pissed off are like $30,000 in the last thing I read. If it's a kid is usually means some sort of anger managment class which costs the parents more money.

Point is... all it takes is a person to file a complaint. After that it becomes very expensive.

It would be considered an assault.
If it is, they'd have to prove that the water came from YOUR gun, and I'm not sure but I bet the ballistics for that aren't really at the CSI level yet. So you should walk at trial, as long as you plead 'da fif. Unless the water gun was full of bleach. Or goat urine.
Yes, It is against the law if the person you squirted is the type to press charges. You can be charged at the least with disorderly conduct, at the most a terroristic act, if the prosecutor wants to look at it as an act to incite fear among the squirted. As mentioned before you could also be charged with simple assault.
You could be charged with assault, if the person wanted to press charges.
