Can I Copyright My Face?
-I am not a very attractive person.
-I am looking to sue people who inadvertently take my picture while taking photos.
-I am also looking for royalties if said photos are printed or posted online.

I think you should be able to copyright your face. If you have not consented to distribution or publication of your likeness you should be able to protect your privacy. As such, a copyright seems to be a logical way to protect said privacy.
I disagree with the assertion that you cannot have a reasonable expectation of privacy in a public place. In fact, public places provide the anonymity that is not available even in your own home.
Celebrities cannot have an expectation of privacy. They would not be celebrities otherwise.
is this a joke? I am sure the attorney at the US Copyright Office would find this very unfunny and god only knows what he would do if this petition for copyright registration ever came in front of him.

Are you that desperate for money? I would try a differnt way :)
Try getting an education, develop a talent, something along those lines. BTW the Supreme Court recently has stated that individuals have no right to expect privacy in public places, so unless someone climbs into your window and takes your pictures you have no case.
If you could do this, the celebrities who hate paparazzi would have already done it.
