Answers:
if you aren't 18 then your folks have the final say.
well you have to be emancipated
You need a court ruling to declare you an "emancipated minor," but everything you describe in your question sounds like you could build a good case. Get in touch with your county's department of human services to find out how to proceed. You are going to need to go to court over this, but you may not have to pay for your own court costs. Good luck.
who are they? and emancipation legally is the answer...
So what's the question? Are you legal to do what?
I'm assuming you are in the US.
Unless you become emancipated, your parents are still legally responsible for you and you have to answer to them until you reach age 18 in most states. On the up side, they are also required to support you financially until that age, so if you talk to the local welfare office and have a good reason for being out of their house, they could be forced to pay you child support until you are of legal age.
For information on emancipation and what your rights and responsibilities are, look in the phone book for Legal Aid. Sometimes it's listed in the front of the book under Community pages, but that varies from place to place.
