What is the difference between planning consents and planning permission?



Answers:
THE FIRST is a indication that the land has in principle the permission to build on for various types of business or flats or houses whatever the case may be. And the consents may be specific to that plot.
THE SECOND is when you submit detailed plans for what you want to build and then you get planning permission providing the plans are approved

There is no difference at all. they are just terms for the same thing. I have no idea what that other chap is on about (don't think he knows either!)
