Is it Illegal to re sell Free bottled water handed out by Emergency Services?
I heard about a Chap who was touring round Gloucester loading his 4WD with bottled water and flogging it at £1 a bottle, then when people complained his brother took the rest to his corner shop in Birmingham where he sells it, Imoral yes but Illegal?

Its not illigal, but some people just like to profit from other peoples misery.
probably not illegal, the water he has been given is technically his to do with as he wishes. However it is increadibly immoral and is lucky to get out of there with both his legs still intact.
I suspect that if legal authorities really wanted to pursue criminal charges, it would be possible. Perhaps they could say that in a time of need, those 'chaps' were 'extorting' money from people for a product that was ill-gotten and that was provided free in an emergency. A case could be made they formed a conspiracy to deprive folks in need. I would think at the least they took more than their share allotment in order to obtain enough water to sell -- there is usually a limit on how much emergency water each family is allowed. You can steal something even if it's free when you take more than you are permitted. It would be somewhat of a stretch, but I'd be cracking open the books to find some law that could be used to prosecute them. At the least, they could be fined and forced to make restitution to the victims or replace the emergency water to the original provider for next time it is needed. Perhaps they could be locked up WITHOUT water or any drink for a spell...

If it is not illegal then it should be.
Personally i think its disgusting and to try and make a profit out of other peoples misfortune is immoral, hopefully the authorities will act against this individual and prosecute him.
If its not illegal it should be. Its unethical and disgusting.
