How can protect an idea before been stolen by some one?

I have an idea which is very big project but don't have person (lowyer or money to rigester that pathern ) and I think just goverment can start that operation .

Considering that you can't spell simple words properly, I seriously doubt the idea is any good. But if you're so sure, then write down the plans, get them notarized, and then contact the proper government agency.

by a Notary Public. Date will be noted!

Well that is really true with protecting ideas.
I'd say that
* it takes oodles of money to protect a money making idea

First you have to bone up on copyright, trademark, patent law, licensing, to figure out which method of protection makes the most sense for your idea, and get it registered.

That could cost thousands of dollars, because first off you have to research to make sure no one else already registered same idea independently.

Then you have to have a strategy for catching anyone else who independently tries to market the idea that you have registered. Then you have to sue them.

If you do not sue them, then under the law they get to keep all the profits from your idea.

You have to have a good enough lawyer to win.

Now after you win, depending on how much money you can collect, that may pay off some of your expenses, but before that point, you will need to pay your lawyer, which could run into many thousands of dollars.
Any valuable idea merits a frank and confidential discussion with a qualified patent attorney, not poking around in Q&A reading a lot of incompetent speculation. It may cost you NEXT TO NOTHING.

If you have a good idea, there are ways to get investors interested, and they pay all the bills. If you get proper legal advice, potential investors will have a hard time ripping you off without risking their careers.
