You can have his siblings and parents tested if they are willing.
And you're children weren't denied anything - you failed to list the father on the birth certificate and compel him to acknowledge the children (plural, I see) or seek to have paternity testing done while he was alive. There was nothing to deny, you dropped the ball.
Do you have blood from him for DNA testing?
dig him up and get a DNA test, really, this is not rocket science you know.
I still can't get passed that you bred with this loser multiple times without providing for your children.

I've watched a lot of crime shows, and that's given me the idea that you could get DNA from some personal item of his, such as a toothbrush or hairbrush. I hope you can afford legal representation, or get legal aid. You would have to get the police or Crime Lab to carry out the testing, or else pay for it privately. You will need the help of someone well-versed in the law, and in how the system works.

is he listed on the birth certificate as the father?. he does not have to sign it. if not then just see if you can get some letters from family who knew he was and perhaps "testimonies" could help you.
If he never signed a birth certificate, then that tells me he wouldn't have stood as a father figure to your children anyways. And besides, he's dead. Kinda seems like you're just trying to get money from a poor dead guy, and that you've learned a bit about a little thing called 'hindsight.' (next time, find out who the baby's dady is before he dies)
You will need to get someone from his family to be the donor for testing.
