Effective October 1,1997( Public Law 104-193 ) the Secretary of the United States will refuse to issue a passport to you , and may revoke, restrict or limit a passport previously issued to you if your child support arrearages are not less then $5000 as certified by the issueing child support office.

Effective October 1,2006 ( Deficit Reduction Act of 2005), the minimum child support arrearage requirement to revoke or restrict a passport will be reduced from $5000 to $2500.

because there is no such amount. You are asking a state court to withhold federal property.

A federal felony child support arrears is $5,000 but you must petition the court to demand relinquishment of the passport and that can ONLY happen with a U.S. Passport.

Otherwise, a state court ONLY has the power to take a passport into possession, not revoke it.
