Can "homeless" or people who live on the street who are visibly intoxicated.?
Be arrested for public intoxication?.
There are several people on a daily basis here in chicago that hang out in the park near my home who are loud ,and obviously intoxicated.
Some people call the cops ...when they come ,they leave and all are still there..Is there some reason they cant move these people or have them arrested?

They can be and they sometimes are. The problem with arresting them is that they spend the night in the drunk tank and are let go 12 hours later. Then, they get drunk again and the whole process repeats itself.
There seems to be a lot of that Nationwide going on. The 'Big" picture really is this, the low level crime that such individuals as you described committed is just that, low level. There is such over crowding in Our Jails and prisons alike that such crimes go pretty much unpunished cause beleive it or not the beat officer's are instructed to ignore such things. The only way they'd arrest someone like that is if say they found drugs on them, or they were a-holes to the cops.
Public intoxication is a crime in some towns. Some but not all. However, no town has an unlimited budget and all allocate their police and jail resources as they see fit. In many towns public intoxication is not a crime but is grounds for putting someone in a secure medical facility for detox. That is even more expensive and is used sparringly. If you think that Chicago should spend its money differently by devoting resources to getting drunks off the street, then you should run for alderman or at least let your city officials know your opinion about the use of the budget.
If their hanging around the park was made "uncomfortable" for them , they`d soon find another place to "socialize" . There are many ways you and a half dozen male neighbours could make things "uncomfortable" and still be within the law .
Understand something Einstein these people are already piss poor.how much more punishment can you give them than they are already enduring.to these pigs its waste of time and tax dollars to process these pieces of dirt to let them back on the street the same day to go back and do the same thing.stupid
Your right get the cops to take them home.
How about you just ignore them?
