Can doctors legally charge for appt cancellations?
I cancelled a Dr appt with less than 24 hours notice. If I am charged $100 for the cancellation, can the dr legally try to collect the money from me?

If he gave you prior written notice you'd be charged, then yes, no different than any other contract for a service.
If their policy state that at least 24 hours notice be given on cancellations then yes they can legally try to collect the money and legally you owe the money.
Do you have contract with your Physician?
They have notices all over the place telling you that's what they're going to do if you cancel.

Yes they can. Most, if they can fill the spot, won't.
The reason for this is that they could have earned X number of dollars that day if you had never made the appointment, but since you did, they are now out Y.
Think about it. If your boss just up and said -- hey, we don't need you for the next 20 minutes. Clock out, and we will tell you when to clock in. But hey -- you can't leave or anything -- wouldn't that be kind of bad? Especially if it happened on a regular basis -- some days you might get several cancellations.
If you have an insurance for which the physician is a participating provider, he is bound by the fee schedule that the insurance company specifies. Check with them to see if cancellations can be billed.
the next time you have to wait after your appointment time, sue him for your time
