Good question. The word rarely arises, but I've used it before. While a dictionary (Merriam-Webster, at least) defines it as being an actual organization, I see that as only sort of right.
I see it this way: Polity is like a coda, almost a mantra (or several) that defines how things occur and should occur. It's like policy (c, not t), except that it's ingrained and never questioned. Polity is like a non-negotiable construct for looking at the world and the problems in it, with a set menu of options for how to address the world and its problems.
In that way, polity IS like an organization - it's a way of looking at the world institutionally.
