A rule is a prescribing order that indicates a category of allowed (supposed) behaviors, and a group of not allowed behaviors.
A statute is a group of rules.
Generally it rules the life and the behavior inside associations of any type, but indicates also a group of rules that decide the entire normative in a certain area, such "statute of workers, statute of fishing, hunting etc.
A decree is an act by means of which a statute or any rule come sent out and become effective on the persons bound from those rules. It's like the publication of a book, but when comes sent out a decree this becomes effective also on who did not read it.
