Are ASP batons legal or illegal in NY state?

I have seen postings in police forums that indicate it's legal for them to use it (law enforcement) - they receiving training in reference to ASP batons. But I think you might be asking if it's legal for an every day 'Joe' to have one? I am not sure if they can but I did come across a company that sells those batons (amongst other items as well) yet they won't send to a bunch of states and NY is one of them...so perhaps it's illegal for them to be bought over the internet by every day people?
