Do I have a legal right to sign forms for my step-daughter when they ask for parent/guardian signatures?
Her mom died when she was 1, so it's just her father and I.

yes, i think you would be fine. my stepdad (who is not legally my guardian/parent) has always signed for me on things.as long as she is in your household and you're one of the sole providers to her.
Does she live with you? If the answer is yes than you are allowed to sign for her.
If you and her Dad are legally married, you are her parents.
If her dad says it's ok, then it's ok.

Check the law in YOUR state, but if you have not adopted her or been declared a LEGAL guardian, then legally you can't sign anything for her (or get medical care for her or take her out of the country).
