How are laws Interpreted?

Anyone can read a doctrine and "claim" it means something else and most any lawyer (cough cough Gloria Allred!) could say its unconstitutinal.

Judges interpret laws and previous rulings and the judgments of the highest court in a particular jurisdiction (state supreme courts for states, the US Supreme Court for federal) are the final word on any questions of interpretation.
