Is this a new driving cell phone law in CA?

And if so where is the information coming from? The DMV site or some other type of legit site.

CA's handsfree law takes effect 7/1/08.

Just took effect July 1.
I heard July 2008,however some municipalities are now ticketing people who talk on cell phone while driving unless your blue tooth.
