maybe he was trying to be courteous and a friendly neighbor, or he could have just been an @ss and got tired of his sloppy neighbors leaving their yard looking like trash while his and others yards are nice. Brings down the property value. Was it legal, No, but who cares. He did something for you guys that you wouldn't have done yourselves. Stop complaining!
EDIT - Then maybe you need to upkeep your yard better. Time to get a Gardner
